Post Repository DB Upgrade, OMS Start Gives Error: "Connection to the repository failed. Verify that the repository connection information provided is correct"

Repository Database is upgraded from 11g to 184.108.40.206.
Post Upgrade, OMS is not starting and it is giving following error:
