Symptoms

The Enterprise Manager (EM) 13.2 Cloud Control Agent is installed on an MS Windows host with a software only silent method (using the agentDeploy.bat script).
Manually configuring the EM 13.2 Agent fails, even with the -forceConfigure command option:
