Symptoms

Enterprise Manager (EM) Cloud Control provides recommendations for target patching according to the Patch Recommendations available on one of
these pages:

Enterprise Summary (an available home page or through navigation: Enterprise > Summary)
Patches & Updates (through navigation: Enterprise > Patching and Provisioning > Patches & Updates)
Oracle home target main page Patch Advisories (navigate: Targets > All Targets > [select Oracle Home target link] > Patch Advisories)

After applying a patch according to the Security recommendations for Oracle Products, the EM Cloud Control Incident Manager still recommends that patch
as missing.
For example, after applying patch 25731746 and patch 25811364, both patches are still identified as missing in Incident Manager.

This effect has a number of known causes which are detailed below.
