EM 13c: Error in Database Target Home Page in Enterprise Manager 13c Cloud Control after Changing DBSNMP Password: Invalid Username/Password

The dbsnmp user password has been changed in the monitoring Credentials for a database target in Enterprise Manager 13.1 Cloud Control.
This change subsequently results in the following error:
The problem is the RAC database target continues to report "Invalid username/password" alerts for the next 20 minutes.
If the database profile to limit failed login attempts was set, the account would be locked.
