EM 12c: Enterprise Manager 12c Cloud Control Fails to Deploy a Database with Error: Hard limits check failed for "maximum open file descriptors" (Doc ID 2305174.1)

Symptoms

Enterprise Manager (EM) 12.1.0.5 OMS and Agent with EM 12c database plugin 12.1.0.8 provisions an 11g database.
This fails during the deployment procedure in EM 12.1.0.5 Cloud Control showing the following error:

Check: Hard limits for "maximum open file descriptors"

<host name> hard 4096 65536 failed
Result: Hard limits check failed for "maximum open file descriptors"


When running the Oracle Universal Installer (OUI), the prerequisite check succeeds.

From an OUI check:

This is a prerequisite condition to test whether the hard limit for "maximum open file descriptors" is set to at least 65536.
Expected Value : 65536
Actual Value : 65536
