EM 12C, 13C: Management Servers, PBS and Console Targets Show Incorrect Down Status in Enterprise Manager Cloud Control after OMS Migration

Symptoms

The Enterprise Manager (EM) 12.1.0.5 Cloud Control OMS has been migrated using the backup and recovery method:

Enterprise Manager Cloud Control Advanced Installation and Configuration Guide
12c Release 5
Chapter 19 Backing Up and Recovering Enterprise Manager

Upon completion, the EM 12.1.0.5 Cloud Control OMS becomes operational, but these targets show a Down status on the Management Service page:

Setup > Manage Cloud Control > Management Services

In the Servers section, the following targets show an incorrect Down status in the Status column for the Management Service(s):

Management Service
PBS
Console
