Creating the Named Credentials for a target host from Enterprise Manager (EM) 13.2 Cloud Control fails with the following error:

+ agent_inst/sysman/log/gcagent.log

Named Credentials are successfully created for the Agent user but not for the Database Oracle Home user (oracle) or Grid Oracle Home user (grid).
