Creation of a standby database through Enterprise Manger (EM) 13.1.0.0.0 Cloud Control fails in "Post Cloning - Create Standby Database".

Navigate to Targets > Databases > [select target database link] > [expand Availability drop down menu] > Add Standby Database

Go through all steps of the wizard and submit the job.

The job execution fails in Step: Create Standby Database.

In this example, looking at the failed job steps it shows the following error:
