Symptoms

The status of the Enterprise Manager (EM) 13.2 Cloud Control Agent shows Invalid EMSTATE in the following commands:

$ ./emctl pingOMS
Oracle Enterprise Manager Cloud Control 13c Release 2
Copyright (c) 1996, 2016 Oracle Corporation.  All rights reserved.
---------------------------------------------------------------
Invalid EMSTATE valueEMD pingOMS completed successfully

$ ./emctl upload agent
Oracle Enterprise Manager Cloud Control 13c Release 2
