EM 13c: Incident Rules are Executed Out of Order (Doc ID 2315491.1)

After creating new incident rules and re-ordering them, it is observed that the rules are not being executed in the designated order.

Also, using the "Simulate rule" option for a specific event is demonstrating the same issue, where the incident rules are not being executed in the given order and the assigned priority is not honored.
