現象

13c にアップグレード後、OMS は起動しているものの、EM コンソールページにアクセスすると以下のエラーが発生します。

以下のエラーが発生します:

Enterprise Manager Cloud control is not currently available. The EMGC_OMS server where Cloud Control runs, or some other component, might be down. Retry



Agent のアップロードにも影響があります。

     $AGENT_INST_HOME/bin/emctl status agent shows
     Collection Status : Collections enabled
     Heartbeat Status : OMS is unreachable [not running]

     $AGENT_INST_HOME/bin/emctl pingOMS
     Oracle Enterprise Manager Cloud Control 13c Release 3
     Copyright (c) 1996, 2018 Oracle Corporation. All rights reserved.
     ---------------------------------------------------------------
     EMD pingOMS error: OMS platform services are not available


/gc_inst/user_projects/domains/GCDomain/servers/ohs1/logs/ohs1.log には以下のエラーが出力されています:
