EM DIAGkit repvfy diagnostic results

The EM DIAGkit repvfy for EM 13.2 returns a list of targets, in section 7013 of the output, that are not configured as monitored targets in EM 13c. this means they were not manually discovered or promoted.

For example:

The targets listed in the output appear due to Auto Discovery that automatically discovers targets periodically.

- Deleting the target with the “emcli delete_target” command does not resolve the symptom.
The targets will be listed again in the next auto discovery.

- Running "repvfy verify targets -test 7013 -details" as an attempt to fix the inconsistency also does not resolve it.
The targets will be listed again in the next auto discovery.

- These targets are in the "Ignore" list of the auto discovery, even though they are still listed in the repvfy output.
