Receive a WL-000403 Error in emagent_perl.trc file When Trying To Discover FMW SOA Suite Cluster (Doc ID 2330321.1)

Symptoms

When trying to discover a SOA Suite Cluster from Enterprise Manager 13c, you see a "java.io.IOException: The client has been closed." error in the Popup Dialog Box:


You may have already tried to increase the Maximum Message Size to 40000000 in the EMGC_ADMINSERVER and EMGC_OMS1 servers and in the SOA servers the Maximum Message Size is 20000000, but the error persists despite using the following document to troubleshoot:
