EM 13c: Command 'emctl dump oms' Consume High CPU or Crash or Hung OMS in Large EM Setup (Doc ID 2341363.1)

Symptoms

When running 'emctl dump oms' command to collect diagnostic logs in some EM environments (observed mostly in medium / large environments), it consume high CPU or it freezes the server.

This may result in OMS crash too.
