Symptoms

Analyze of any patch with Enterprise Manager (EM) 13c Cloud Control omspatcher fails with the following error (this can occur in both 13.1 and 13.2 release of OMS):

 

Notice that the error message states that omspatcher is unable to connect to the EM 13c repository database due to missing datasource details from OPSS.
