emctl start oms Fails to start OMS and EMGC_OMS1.out File Reports "Exception: java.lang.OutOfMemoryError thrown from the UncaughtExceptionHandler in thread" (Doc ID 2349110.1)

Symptoms

OMS_HOME/bin>./emctl start oms

Fails to start OMS and gives Oracle Management Service Could not be started.

$EM_INSTANCE_BASE/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out reports following errors:

Exception: java.lang.OutOfMemoryError thrown from the UncaughtExceptionHandler in thread "Timer-2"
<Jan 8, 2018 10:36:01 AM EST> <Error> <Security> <BEA-090892> <The loading of an OPSS java security policy provider failed due to an exception. See the exception stack trace or the server log file for the root cause. If there is no obvious cause, enable the debug flag -Djava.security.debug=jpspolicy to get more information. Error message: PermGen space>
Exception in thread "[STANDBY] ExecuteThread: '3' for queue: 'weblogic.kernel.Default (self-tuning)'"
Exception: java.lang.OutOfMemoryError thrown from the UncaughtExceptionHandler in thread "[STANDBY] ExecuteThread: '3' for queue: 'weblogic.kernel.Default (self-tuning)'"
Exception in thread "[ACTIVE] ExecuteThread: '0' for queue: 'weblogic.kernel.Default (self-tuning)'"

Changes

Executed the following command to set the JAVA heap memory arguments for OMS.

OMS_HOME/bin>./emctl set property -name 'JAVA_EM_MEM_ARGS' -value '-Xms256m -Xmx2048M'
