EM 13c: Cloud Control will not Allow Logins, Giving Error: Invalid Userid And Password due to "ORA-1683: unable to extend index" Alert.log Message (Doc ID 2352011.1)

Symptoms

Enterprise Manager (EM) 13.2 Cloud Control


Logging in to EM 13.2 Cloud Control as sysman or any other administrator results in this error:

Invalid Userid And Password



Alternatively, the sysman user can log in to the repository database successfully.
EM 13.2 Administrator logins worked previously.

A review of the repository database alert log shows "unable to extend index" and/or "unable to extend table" errors, such as the following:

ORA-1683: unable to extend index SYSMAN.EM_METRIC_VALUES_PK partition 2018-01-19 00:00 by 8192 in tablespace MGMT_TABLESPACE
ORA-1653: unable to extend table SYSMAN.EM_VIOLATIONS_E by 8192 in tablespace MGMT_TABLESPACE
ORA-1653: unable to extend table SYSMAN.MGMT_LONG_TEXT_E by 8192 in tablespace MGMT_TABLESPACE
