Symptoms
Modifying or deleting an Enterprise Manager (EM) 12c Cloud Control private role fails with error. Edit an EM administrator:
Navigate: Setup > Security > Administrators > [highlight the administrator name and select Edit]
Follow the sequence to add or modify and administrator, and, upon saving the changes, the following error is shown on the Administrators page:
SQL Error ORA-20217: Failed to modify: <user name>. ORA-20221: Insufficient privileges: SYSMAN/WITH_ADMIN ORA-06512: at "SYSMAN.MGMT_USER", line 5501 ORA-06512: at line 1"
