EM 13c: Enterprise Manager Cloud Control OMS Upgrade to 13c is stuck at 80% in OMS Configuration with Error: OutOfMemoryError thrown from the UncaughtExceptionHandler in thread "[STANDBY] ExecuteThread"

Symptoms

Enterprise Manager (EM) 13.2 Cloud Control upgrade from 12.1.0.5

EM 13.2 Cloud Control, OMS upgrade fails during OMS Configuration (80% completion) with the following error logged in <13.2 OMS instance base>/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out:
