EM 13c: Patching Enterprise Manager 13c Cloud Control OMS on MS Windows Fails With Error: OMSPatcher failed with error code = 241 (Doc ID 2354530.1)

Symptoms

A patch is applied to the Enterprise Manager (EM) 13.2 Cloud Control OMS using omspatcher.
The platform is MS Windows and omspatcher fails with the following logged error:

Detail: OMSPatcher failed to apply some of the patches to the OMS instance home(s).
OMSPatcher failed: OMSPatcher failed to execute some of the OMS operations.
Please refer log file(s) for details.
Log file location:
<MIDDLEWARE_HOME>\cfgtoollogs\omspatcher\26625183\omspatcher_2018-01-10_12-51-01PM_deploy.log
Recommended actions: Please refer log file(s) for more details on the errors.
Please contact Oracle Support.
OMSPatcher failed with error code = 241


This symptom is observed on applying different patches (Patch 26625183 and Patch 25731746, for example).
This issue is specific to the MS Windows platforms.
