EM 13c: Enterprise Manager 13c Cloud Control Metric Threshold Suggestion Feature does not Save Settings

Symptoms
Enterprise Manager (EM) 13.2 Cloud Control
From any target home page in EM 13.2 Cloud Control, expand the target pull down menu and select Metric and Collection Settings.
For any metric click the edit link, scroll to the bottom of the page and expand Threshold Suggestion.
Enter the warning and critical thresholds and select a time period, then Go.
Charts do not refresh and results are not updated with new values.
