EM13c: OMS startup fails with "Fatal error in NodeManager"

Symptoms

Enterprise Manager (EM) Cloud Control, startup fails at the NodeManager.

Error stack observed from nodemanager.log:

<Jan 24, 2018 12:02:55 PM CST> <SEVERE> <Fatal error in NodeManager server: java.lang.IllegalArgumentException: Cannot support TLS_RSA_WITH_AES_256_CBC_SHA with currently installed providers
