EM 13c: Enterprise Manager 13.2 Cloud Control WLS Admin Console Servers Tab Takes Long Time to Load, Timeout Occurs while Interacting with BIP

Symptoms

Accessing the Servers tab in the Enterprise Manager (EM) 13.2 Cloud Control WebLogic Server (WLS) Admin Console takes over 10 minutes and shows the following message:


Stopping and starting Node Manager, removing the server from the cluster, or removing the Machine configuration from the server do not improve page access.
This symptom occurs only for the Business Intelligence Publisher (BIP) server installed as part of EM 13.2.  
When the BIP managed server is shut down, the WLS Admin Console works normally.

Removing BIP and other applications from deployment on the BIP server have no effect.  
No error shows in any of the server logs including in the WLS Admin Server logs.
