Patch rollback with -report is running indefinitely

Enterprise Manager (EM) 13.2 Cloud Control
Applying WebLogic Server (WLS) psu 126.96.36.199.180116 (PatchID 27057030) to the WLS home of EM 13.2.
Running "opatch apply -report" reports a patch conflict error with the older psu 170418 (patchID 25388793).
Running "opatch rollback -id 25388793 -report" to rollback the old PSU, the process starts, but it takes forever at this step:
Skip patching component oracle.wls.libraries, 188.8.131.52.0 and its actions.
The actions are reported here, but are not performed.
After two hours, the process was cancelled.
