Em12c, EM13c : OMS startup hangs with Error checking webtier status: Connection refused (Doc ID 2374187.1)

Symptoms

Trying to start the Enterprise Manager (EM) Cloud Control using the emctl start oms command hangs displaying the following entries:

emctl start oms
Oracle Enterprise Manager Cloud Control 13c Release 2
Copyright (c) 1996, 2015 Oracle Corporation. All rights reserved.
Starting Oracle Management Server...

From the emctl.log file observed the following entries:

2018-03-15 08:17:28,255 [main] INFO util.EmctlUtil logp.251 - Failed to get repos connection using info from AdminServer. Ignoring the exception: IO Error: Connection reset
2018-03-15 08:17:28,791 [main] INFO wls.OMSController main.220 - Executing emctl command : status
2018-03-15 08:17:29,039 [main] WARN commands.StatusCommand getWebTierStatus.183 - Error when checking webtier status: Connection refused
2018-03-15 08:17:29,079 [main] INFO commands.BaseCommand logAndPrint.653 - Oracle Management Server is Down
2018-03-15 08:17:29,103 [main] INFO commands.BaseCommand printMessage.413 - statusOMS finished with result: 8

 emoms.trc file reports following errors repeatedly:
