Blackout screen does not sort the "Start Date" column correctly (Doc ID 2378771.1)

Symptoms

When sorting the Blackout Screen using "start date" (Ascending), the blackouts sort in lexicographical fashion, not temporally

On Oracle Enterprise Manager (OEM) 13c, navigate to the "Blackouts" page. if you select the list of blackout names and then click on the Start Date (or End Date) column heading to sort, the data is sorted according to lexicographic rules, rather than temporal rules. When sorting on a date column, You would expect it to sort based on time, either ascending or descending, but not a mixture of both.

The below screenshot shows a selection to sort Start Date > Ascending, but we see that February 8, 2018 is sorting before January 11, 2018. Temporally, January 2018 is before February 2018.
