Target not associated with Admin Group when Custom Property updated with EMCLI

Symptoms
Target Properties of RAC Database target is updated using emcli
$ emcli set_target_property_value -property_records="Targetname@rac_database@LifeCycle Status@Production" -subseparator=property_records="@"
Properties updated successfully
oracle@hostname:OMS:/home/oracle
$ emcli set_target_property_value -property_records="Targetname@rac_database@MonitoringOption@<GROUP_NAME>" -subseparator=property_records="@"
Properties updated successfully
When checking the target properties, it specifies the custom property 'MonitoringOption' as <GROUP_NAME>. When we check the 'Target Information', 'Member of' section does not list the Administration Group '<GROUP_NAME>'.
When the target properties are updated from Console, the Admin Group associations are listed correctly
