Oracle HTTP Server Pages Slow to Respond in Fusion Middleware Control with Multiple OHS Instances Configured

When using Fusion Middleware Control to manage the OHS instances it takes several minutes to bring up the pages.

The status may also be shown incorrectly as down when the OHS instance is running.

Several OHS instances are configured and there are also several managed servers.

Thread dumps show a number of threads waiting on DMS:

java.lang.Thread.State: TIMED_WAITING (parking)
at sun.misc.Unsafe.park(Native Method)
- parking to wait for  <0x00000007497d3870> (a java.util.concurrent.FutureTask)
at java.util.concurrent.locks.LockSupport.parkNanos(
