Goal

This article explains why Open_mode and logins show "NO" in MGMT$DB_DBNINSTANCEINFO when the Database is up and running as expected in read-write mode.

To test:

SQL> select COLLECTION_TIMESTAMP,global_name,target_name,open_mode,logins from MGMT$DB_DBNINSTANCEINFO

GLOBAL_NAME            TARGET_NAME OPEN_MODE LOGINS
------------------------- ----------------- -------------- ----------
OEM.ORACLE.COM       OEM.WORLD    NO               NO
