System Components Show Incorrect Down Status in Fusion Middleware Control After Upgrading to a Newer Java 7 (Doc ID 2390245.1)

Symptoms

After upgrading JDK to 1.7_161 as part of the Critical Patch Updates,  (or installing new with the latest JDK with an older 11g product), the  Oracle HTTP Serve (OHS) and Web Cache components are showing incorrect down status in Fusion Middleware Control(fmwc).

opmn status output shows these components up and running, but the admin server diagnostics log is showing:
