Symptoms

13.2 OEM

RAC Database status shows under blackout even through there is no active blackout.

EMDiag kit log (details_timestamp.log) shows this target in the following section:

0003. Targets in blackout state without an active blackout (19775544)

= $ repvfy verify blackouts -test 3 -fix
= - To get more diagnostic information, generate an availability dump for
