EM 13c: RAC Database Status Shows Under Blackout In EMConsole Though there is NO Active Blackout (Doc ID 2391045.1)

Symptoms

13.2 OEM

RAC Database status shows under blackout even through there is no active blackout.

EMDiag kit log (details_timestamp.log) shows this target in the following section:

0003. Targets in blackout state without an active blackout (19775544)

= $ repvfy verify blackouts -test 3 -fix
= - To get more diagnostic information, generate an availability dump for
