EM13c: OMS Hangs / becomes Unresponsive and "emctl status oms" Hangs due to Deadlock between ADFC threads

13c OMS was found to be hung / unresponsive. None of the agents could upload to the OMS and the Console UI is not accessible either.
- "emctl status oms" command takes10+ minutes to show the output and returns:
- The number of threads in Blocked state were also found to be high.
For example, below were the thread count based on the status:
Total number of threads - 631
Waiting : 68
Runnable : 51
Blocked : 397
Timed waiting : 108
In the above, close to 62% of the threads are in Blocked state. Note that the above numbers could vary based on the setup and OMS configuration.
- If the OMS is stopped and re-started, it functions fine for few days and then the issue re-occurs.
