[EM 12c,13c]: Scan Listener Target Shows Down Status In Enterprise Manager Cloud Control (Doc ID 2395228.1)

Symptoms

Scan listener target is shown down in 12.1.0.5 Cloud Control. Scan listener is running on the server but scan listener target is shown down in OEM console.

Running the listener response metric shows error as below:
