Unable to Load Fusion Middleware Control (/em) After Login, Browser Spins or Displays Only the Navigation Pane but it is not Functional

Symptoms
After providing the username and password, the Fusion Middlware Control (/em) page doesn't load and the browser continues to show it is downloading.
Intermittently it displays the domain targets navigation pane. The navigation pane does not function.
The Admin server standard out shows an error, (note this is not in the AdminServer.log file)

If a .out file is not created the message could be at the command prompt where the Admin server was started or in a file logged by the start script being used to start the Admin server.
