EM13c: Blackouts on "Agent Unavailable" Targets Behave Differently in EM 13c vs. 12c (Doc ID 2396817.1)

Since upgrading to EM 13c (R2), trying to create a blackout on an Unavailable Host, results in the following message:

Currently unable to reach agent. Will automatically start blackout if the agent is Up before the blackout ends or stops.

This document explains why this behavior is occurring when you attempt to blackout a Host/Agent under these circumstances.
