From EM 13.2 Console, "Refresh Configuration" from a Database Oracle Home Target hangs with "The agent is currently collecting the data from the Oracle Home. Please wait.... In Progress."
Fails with "Either the agent could be down or target was not reachable to the agent. Check the logs for more details."
$AGENT_INST_HOME/sysman/log/gcagent.log reports following errors:
