13c: Agent Upgrade From 12c to 13c Hangs Indefinitely on Windows Hosts (Doc ID 2418226.1)

Symptoms

Upgrading the OMS from 12c to 13c using Agent Upgrade Console gets stuck indefinitely on Windows hosts.

 

Checking the job status shows that the job is still running. On executing the agentDeploy.bat manually on the target host, it opens a new command window and prints dots (.....) all over the screen.
