Symptoms
Node level blackout is created in a EM 13c setup by selecting ALL hosts part of a cluster.
Composite / multi-agent targets such as Cluster, Cluster Database, Cluster ASM are not included in this blackout automatically. These targets are marked in Pending status while the underlying targets are in Blackout.
