Add MS SQL Server in 13c,Test Connection Fails with Error "SQL Server did not return a response" (Doc ID 2424507.1)

Symptoms

EM Cloud Control version 13.2

While trying to add MSSQL target results with below error:

"Internal error message: No suitable driver found for jdbc:test://XXXX00000123.abc.net:1433;integratedSecurity=true;applicationName=Oracle Enterprise Manager Plug-in for Microsoft SQL Server;"

Test Connection failed: [MSSQL_NumClusterNodes;Failed to connect,
JDBC Driver Error. Possible reasons are:
Malformed JDBC URL.
Incorrect JDBC Driver.

Internal error message: No suitable driver found for jdbc:test://XXXX00000123.abc.net:1433;integratedSecurity=true;applicationName=Oracle Enterprise Manager Plug-in for Microsoft SQL Server;
