Symptoms
Using EMGC 13cR2 with Jan 2018 OMS/OMA updates.
Running fleet maintenance step CLEANUP_SOFTWARE, and even though workDir is specified and this exists and is writable, the emcli command still writs to /tmp
The emcli command created a separate deinstall directory in /tmp for each target
This can cause /tmp to be filled up and create a bigger problem for the node.
