Oracle HTTP Server Does not Show in Enterprise Manager Fusion Middleware Control Target Navigation (Doc ID 2431583.1)

Symptoms

In a Forms and Reports environment, Oracle HTTP Server(OHS) has been added to the domain via configuration wizard.  When using Enterprise Manager Fusion Middleware Control (EM FMWc), OHS is not seen in the Target Navigation menu.  There is also an error when trying to create a new OHS component from FMWc.  The below screen shots are to visually share what is seen.

Looking at the log file(emoms.trc) the following error stack is found when creating the instance.

Changes

 The domain was originally created without OHS. Later on, the OHS template and component was added to the domain
