EM13c : Download a patch from Enterprise Manager Fails

Symptoms
In Enterprise Manager (EM) Cloud Control, trying to download a patch fails with the Software Library error.
Error reported:
Downloading the patch "28317206" that is of version "12.1.0.2.0" and platform "Linux x86-64"...

An error occurred while downloading the patch : An error occurred while creating the patch component in Software Library. The error message is "Read timed out". The application may not be able to access the Software Library storage locations. Verify that all the Software Library storage locations are well configured. If a storage location is of the OMS Agent filesystem type, ensure that valid host credentials are specified. For more information, check the OMS logs.
