Symptoms

Trying to start the Enterprise Manager (EM) Cloud Control Agent fails,

$ emctl start agent
Environment variable ORACLE_UNQNAME not defined. Please set ORACLE_UNQNAME to database unique name.
EM Configuration issue. <Database_Home>/SID not found.
