13.2 Always-On Monitoring startup fails with Failed to find a Supported Cipher Suite (Doc ID 2439343.1)

Symptoms

After installing Always-On Monitoring on Enterprise Manager Cloud Control  13.2.2 , the startup process fails indicating the process did not start.

emsctl status

Unable to contact Always-On Monitoring.
Always-On Monitoring process 16509 is not running.

 

And the emsctl.error.0 file shows the following:

Changes

- There are no Security changes at the Oracle Management Server or Agents.

- The Enterprise Manager installation is default with out of the box Single Signed on Certificates and No Stronger ciphers have been implemented.
