EM 12c:Job System Failed To Connect To ConsoleJobStepExecutorService with WSM-02557 Error

Symptoms
EM 12c(12.1.0.5)
None of the OEM jobs are running successfully and all the scheduled jobs are failing with below error:
"Job system failed to connect to the ConsoleJobStepExecutorService Web service. Check the OMS's WebLogic Admin Server for any issues related to Web services configuration that could cause a connection failure"
<EM_INSTANCE_BASE>/em/EMGC_OMSn/sysman/log/emoms_pbs.trc file reports below error:-
2018-08-14 09:52:47,750 [Job Step 12828669 Job Long-System Pool:JobWorker] WARN emdrep.jobs logp.251 - [EM-03702] Error invoking console web service to run job commands. Seen 9 errors in the last 6 mins. Latest cause: caught WebServiceException : oracle.fabric.common.PolicyEnforcementException: PolicySet Invalid: WSM-02557 oracle.wsm.policymanager.accessor.BeanAccessor The documents required to configure the Oracle Web Services Manager runtime have not been retrieved from the Policy Manager application (wsm-pm), possibly because the application is not running or has not been deployed in the environment. The query "&(policysets:global/%)(@appliesTo~="WS-Client()")" is queued for later retrieval. WSM-02557 oracle.wsm.policymanager.accessor.BeanAccessor The documents required to configure the Oracle Web Services Manager runtime have not been retrieved from the Policy Manager application (wsm-pm), possibly because the application is not running or has not been deployed in the environment.
