After applying a patch on target database or a server reboot, PDB target remains in "Status Pending" or Stuck with Down Status in Console.

$emctl control agent runCollection command is successful for the target.

$AGENT_INST_HOME/bin>./emctl status agent target emrprd_EMRPRDP,oracle_pdb
