Fleet Maintenance Issue: Error When Trying To Create Gold Image

Symptoms
In Enterprise Manager (EM) Cloud Control, Fleet Maintenance create gold image fails in the Create Database Gold Image Step
$ emcli db_software_maintenance -createSoftwareImage -input_file="data:<path/response.file>"
Create Gold Image operation has been submitted successfully with the instance name : 'CreateGoldImageProfile_<username>_<date time stamp>' and execution_guid='<GUID>'
You can track the status of operation using the following:
EMCLI:
emcli get_instance_status -exec=<GUID>
Browser:
https://<browser URL>executionGUID=<GUID>
Verb createSoftwareImage completed successfully
In the procedure activity Create Database Gold Image Step log the following error is shown

1, true, true, 42455144, 0, trueError: Could not find or load main class oracle.sysman.clone.SourceEnvironment
Create Gold Image operation has been submitted successfully with the instance name : 'CreateGoldImageProfile_<username>_<date time stamp>' and execution_guid='<GUID>'
