EM12c, EM13c : Email notification to outside domain fails with error : "Invalid Email Address: user@domain2" (Doc ID 2453668.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, notification using email address user@domain1 can send mails to other emails from the same domain domain1.
However, when attempting to send mails to emails from another domain domain2 (Eg., user@domain2), the error "Invalid Email Address: user@domain2" is received.

Testing E-mail notification to domain2 email id on command line on OMS server is failing with the below error :
>telnet <SMTP server>
220 <SMTP server> Microsoft ESMTP MAIL Service ready at Wed, 26 Sep 2018 13:21:40 +0700
helo
250 <SMTP server> Hello [<IP address>]
mail from:<user@domain1>
<IP address> Sender OK
rcpt to: user@domain2
<IP address> SMTP; Unable to relay recipient in non-accepted domain
