Generic Web Service Target in Enterprise Manager Cloud Control Has Error Message "Received Fatal Alert: Handshake_failure error" (Doc ID 2453987.1)

Symptoms

This document describes the steps to follow to diagnose generic service handshake_failure issues.

1.  handshake_failure errors are reported in the OEM Console in following scenarios
    1.1. While creating generic service in the Verify Service test section.
    1.2. Initially, generic service is working fine and stops working after securing target application with high cipher suites
    1.3. After applying some PSU or bundle patches

2. Below error message is reported in agents sdk trace file:
