Symptoms

Enterprise Manager cloud Control Agent installation using the Silent method failed with the the following error

Error: plugins.txt not found.

Plugin txt:
Inside if , is empty
<Temp Location>/archives/plugins.txt not found. The Management Agent installation failed. The plug-in oracle.sysman.oh may not be present in the Management Agent software. Ensure that the Management Agent software has the oracle.sysman.oh monitoring and discovery plug-in.

The following error in <Agent Home>/cfgtoollogs/agentDeploy/agentDeploy_<Timestamp>.log
